Where to stay for Gion Matsuri.
The festival belongs to Yasaka Shrine, and its set pieces run through central Kyoto: lantern-lit Yoiyama evenings on 14 to 16 and 21 to 23 July, then the Yamaboko Junko processions on 17 and 24 July along the Shijo, Karasuma and Oike streets. Staying in the centre puts the procession route and the evening streets on foot, which matters in a month when the whole city is doing the same thing.

Which district
Downtown around Kawaramachi and Karasuma for eating and shopping: sightseeing runs on buses wherever you stay, so pick your base by where you will eat and shop in the evening, not by the bus routes. Gion and Higashiyama for atmosphere, Arashiyama for a quieter, greener base. The city is small; the crowds at festival time are the thing to plan around.
